What is an open-source alternative to VMware?

How does a migration from VMware to Proxmox or OpenStack work?

Is my data subject to the US CLOUD Act?
No. The infrastructure runs in ISO 27001 certified German data centers and contracts follow German law. There is no access by US providers and therefore no CLOUD Act exposure.
